PHD & Helpe Inc. Partner To Provide Needed Solutions To The U.S. Trucking Industry’s Greatest Challenges: Driver Recruitment, Retention and Safety

Vancouver, British Columbia, October 19, 2004--Precision Human Development (“PHD”) is pleased to announce, today, the signing of a strategic partnership agreement with Helpe Inc. A feature article on the trucking industry in USA Today, dated October 12, 2004, drew attention to three critical issues that are straining the industry and, ultimately, the United States economy. The issues are driver recruitment, retention and safety. The trucking industry is presently facing a severe shortage of drivers. Industry estimates suggest that thousands, if not tens of thousands of openings are going unfilled. Compounding this difficulty is data from the American Trucking Association showing that the driver turnover rate at large trucking companies was 116% in the second quarter of 2004. Driver safety and costs associated with accidents and unsafe driving can not only cripple trucking firms, they place a burden on the economy when such costs are passed on to retailers and other organizations as well as consumers.

All of these issues present serious impediments to the productivity and efficiency of the trucking industry and the continued growth of the U.S. economy.

Mark Zandi, chief economist at Economy.com in West Chester, PA, commented: “If we don’t have enough
truckers, then the whole global transportation system bogs down and just makes life difficult and less lucrative for retailers and other businesses.”

Bob Costello, chief economist at the American Trucking Association notes that “every 3% decline in trucking
productivity requires an additional 60,000 trucks to haul the same amount of freight.”
